Although Pakistan has disaster management authorities and guidelines for floods, the execution often falls short when floods actually hit. Punjab’s recent floods highlighted gaps such as delayed warnings, lack of coordination among rescue agencies, and inadequate shelters for displaced families. These failures increase the suffering of communities that already face hardship due to poverty and lack of resources. An effective flood disaster management plan requires early warning systems, trained volunteers at the local level, and stronger coordination between provincial and national agencies. By studying past mistakes, Punjab can move toward a model where preparedness and timely action save lives and reduce losses.
